Allows state agencies to seek a declaratory judgment in circuit court to designate a person as a "vexatious records requester" under the Uniform Information Practices Act (chapter 92F).

Requires agencies to prove by a preponderance of the evidence that the requester has established a clear pattern of making records requests that are manifestly excessive, in bad faith, or interfere with the agency's responsibilities.

Authorizes courts to grant relief and impose restrictions on vexatious requesters after reasonable notice and hearing.

Effective July 1, 2050, with automatic repeal on June 30, 2020, restoring Hawaii Revised Statutes section 92F-15 to its prior form.
