Requires the Public Utilities Commission to explore the feasibility of retail wheeling in Hawaii through its docket process.

Mandates the PUC submit a report to the legislature no later than twenty days before the 2018 regular session convening with findings on whether retail wheeling would benefit consumers and the public interest.

Directs the PUC to include proposed retail wheeling implementation plans and associated deadlines in its report if retail wheeling is deemed feasible and beneficial.

Establishes retail wheeling as a mechanism to increase competition in electricity markets, expand customer choice, reduce electrical bills, and diversify Hawaii's energy base without compromising grid stability.

Effective date of July 1, 2112.
