Allows waiver of the one-year residency requirement for appointive officers who are heads of county police departments.

Permits residency requirement waiver when an appointive officer requires highly specialized or scientific knowledge and a qualified resident applicant is unavailable.

Requires all appointed officers (except department heads and their deputies/assistants) to be State residents at time of appointment.

Expands employment eligibility for appointed officers to include citizens, nationals, permanent resident aliens, or those eligible under federal law for unrestricted U.S. employment.

Requires national or permanent resident alien appointees to diligently pursue U.S. citizenship once eligible to apply.
