Amends Hawaii Revised Statutes Section 24-3 to change how legislative allowances are calculated for Oahu-based members traveling within the state on official business.

Replaces the previous method of setting allowances (jointly determined by the senate president and house speaker, not exceeding federal or state officer rates) with a fixed standard: the federal Department of Defense flat rate per diem for temporary duty assignments.

Applies the per diem rate based on the applicable duration of travel and the specific locality where the member is required to be present.

Limits eligibility to members whose legal residence is on Oahu who must travel away from their home island but remain within Hawaii, overnight or longer, while authorized by their house's presiding officer.

Takes effect upon approval.
