Prohibits state agencies and departments from entering into new contracts to purchase polystyrene foam food and beverage containers beginning January 1, 2018.

Requires state agencies and departments operating in state-owned or state-run buildings and facilities to cease using polystyrene foam containers entirely by January 1, 2020.

Mandates that any disposable food or beverage service containers used by state agencies and departments must be made of compostable materials meeting ASTM Standard D6400 beginning January 1, 2020.

Defines "compostable" as materials able to undergo biological decomposition in an appropriate composting program, facility, or home compost pile in a safe and timely manner.

Directs the Department of Health to adopt rules necessary to implement and enforce the chapter's requirements.
