Establishes a Remote Testimony Task Force composed of 9 members including representatives from the Senate, House, both chambers' clerks, data systems offices, legislative reference bureau, office of enterprise technology services, and a representative with knowledge of barriers faced by hearing or vision impaired people.

Task force shall develop procedures to enable the public to submit oral testimony remotely via the Internet during legislative proceedings.

Task force must submit findings, recommendations, and any proposed legislation to the legislature no later than 20 days prior to the 2018 regular session convening.

Each chamber of the legislature shall consider the task force's report and adopt rules establishing procedures for Hawaii residents, including neighbor island residents, to present oral testimony at legislative committee hearings using remote testimony technology.

Appropriates unspecified funds from general revenues for fiscal years 2017-2018 and 2018-2019 to the Department of Accounting and General Services to establish remote testimony capability throughout the State.
