Exempts housing developments offered exclusively for sale to buyers earning 120% or less of area median income (as determined by the U.S. Department of Housing and Urban Development) from county inclusionary zoning requirements.

Defines "inclusionary zoning requirement" as any requirement to set aside a fraction of a housing development to be sold at below-market prices.

Adds new subsections (g) and (h) to Hawaii Revised Statutes Section 46-4 to establish the exemption and definition.

Does not affect rights, duties, penalties, or proceedings that occurred before the bill's effective date.
