Appropriates an unspecified sum of general revenues to the Department of Business, Economic Development, and Tourism for fiscal years 2017-2018 and 2018-2019 to provide guidance and support regarding FDA color additive regulations for sea salt products.

Directs support specifically for locally produced or cultivated sea salt products that use color additives such as charcoal, ʻalaea (Hawaiian red volcanic clay), and other natural ingredients.

Addresses FDA industry guidance requiring manufacturers to obtain approval through the color additive petition process before using non-approved color additives in sea salt products.

Effective date set for July 1, 2038.
