Authorizes the Public Utilities Commission to establish preferential electricity rates for ratepayers in communities that serve as geographic hosts for energy projects.

Requires energy project developers to collaboratively develop a community benefits program with the host community and fund a majority or all of the program's contributions and support.

Prohibits preferential electricity rates from absolving developers of providing meaningful community benefits when determined appropriate by the commission.

Allows the Public Utilities Commission to establish the application process for obtaining preferential electricity rates.

Takes effect on July 1, 2112.
