Requires the Public Utilities Commission to direct an independent third party to develop initial grid modernization plans for projects of four years or more duration.

Mandates public hearings allowing stakeholders and the public to comment on proposed grid modernization plans before the Commission finalizes them.

Permits the Commission to make further modifications to grid modernization plans following public comment periods.

Requires regulated utilities to provide the Commission with all necessary data and information deemed appropriate for establishing grid modernization plans.

Takes effect January 1, 2018 and applies to all grid modernization planning processes beginning after that date.
