Requires car rental companies to include an optional voluntary contribution option in rental agreements allowing customers to donate to the Department of Land and Natural Resources for environmental protection.

Fifty percent of collected contributions shall be deposited into the conservation and resources enforcement special fund, and fifty percent into the land conservation fund at the end of each fiscal year.

Car rental lessors must collect contributions, maintain records, and provide receipts to customers who elect to contribute.

The Department of Land and Natural Resources must approve the language of the contribution option in rental agreements and adopt implementing rules by July 1, 2018.

The Act takes effect on January 1, 2020.
