Establishes the Hawaii Economic Security Working Group within the Department of Business, Economic Development, and Tourism to address economic impacts of automation, globalization, and disruptive innovation.

Working group composition includes the directors of DBEDT and Labor and Industrial Relations as co-chairs, relevant legislative committee chairs, the director of Human Services, University of Hawaii economic research director, and business and labor representatives.

Working group shall assess Hawaii's job market exposure to automation and technological disruption, review existing and projected social safety net spending, and analyze options for economic security including partial and full basic income programs.

Working group must submit reports to the legislature no later than twenty days before each regular session with recommendations, findings, and proposed legislation.

Act takes effect on July 1, 2050.
