Requires the Public Utilities Commission to establish tiered electric rate structures that meaningfully encourage energy savings, with the goal of reducing overall costs for middle- and low-income ratepayers.

Authorizes the PUC to allow discounted rates for low-income ratepayers and others facing hardship as determined by the commission.

Reforms the public benefits fee to prioritize energy efficiency advancement for low- and middle-income ratepayers and establishes emergency energy workforce retraining and transition programs funded through the fee.

Allows the Department of Taxation to disclose tax return information to the PUC to verify income eligibility for discounted rates, with penalties for intentional unauthorized disclosure.

Effective date: July 1, 2017.
