Authorizes the High Technology Development Corporation to issue revenue bonds for developing and constructing an electrolysis hydrogen production, storage, and dispensing facility to be managed by the Hawaii Center for Advanced Transportation Technologies.

Establishes a building energy efficiency demonstration project within the Department of Transportation to construct or renovate a state facility with net zero emissions, following U.S. Department of Energy standards, with specific features including lighter roofing, dynamic glazing windows, sensor-based lighting, high-efficiency HVAC, renewable energy systems, and waste-to-energy conversion.

Requires the Department of Transportation to conduct a cost-benefit analysis of the energy efficiency designs and submit a report to the legislature by twenty days before the 2020 regular session convening.

Amends Hawaii Revised Statutes Section 107-27 to require all state buildings constructed or renovated after July 1, 2020, to incorporate natural light and dynamic glazing systems where appropriate.

Appropriates funds for fiscal years 2017-2018 and 2018-2019 to implement the building energy efficiency demonstration project; authorization to issue revenue bonds lapses June 30, 2022; demonstration project repealed June 30, 2020; effective July 1, 2050.
