Mandates public disclosure of submitted tax returns on the office of elections website within seven days, with the director of taxation authorized to redact appropriate information before posting.

Prohibits candidates who fail to comply with tax return disclosure requirements from having their names printed on Hawaii's official ballot for the general election.

Requires presidential electors, when convened, to vote only for candidates who have publicly released their federal income tax returns for the five most recent taxable years either through submission to the office of elections or posting online.

Takes effect on July 1, 2050.
