Authorizes licensed hunters with valid hunting licenses to lawfully possess and use firearm noise suppressors while hunting, subject to all other state firearms laws.

Permits licensed firearms dealers to manufacture and sell firearm noise suppressors exclusively to licensed hunters or other licensed firearms dealers who can verify valid hunting licenses.

Defines "firearm noise suppressor" as any device for silencing, muffling, or diminishing the sound of a portable firearm, including component parts designed for assembly or fabrication.

Removes the blanket prohibition on firearm noise suppressors from Hawaii law while maintaining all other restrictions on automatic firearms, short-barrel rifles and shotguns, and other prohibited weapons.

Effective date of July 1, 2050.
