Establishes the "Multinational Lunar Architecture Alliance" within the Department of Business, Economic Development, and Tourism's Office of Aerospace Development to develop an evolvable lunar architecture on Hawaii's Big Island.

Requires the office of aerospace development to invite representatives from government, industry, universities, NASA, federal agencies, international space agencies, and space advocacy organizations to join the alliance.

Directs the alliance to hold its first organizational teleconference by August 1, 2017, and to develop an agenda for an international Lunar Development Summit scheduled for October 2017 on the Big Island.

The Lunar Development Summit shall focus on identifying goals and challenges for designing and validating a lunar architecture in Hawaii and developing public-private partnerships for multinational research and commercial space ventures.

Takes effect July 1, 2017.
