Appropriates $7,500,000 in one-time general revenue funding to the Colleges of Arts and Sciences at the University of Hawaii at Manoa for fiscal year 2017-2018.

Funding is designated as separate from any ordinary allocation the colleges would receive from the University of Hawaii.

Addresses fiscal challenges including unfilled faculty positions, difficulty recruiting and retaining faculty, inability to maintain research standards, and declining faculty morale at the colleges.

Notes that the Colleges of Arts and Sciences teach 55% of total student semester hours and employ 48% of faculty at UH Manoa but receive only 18% of combined tuition and general funds.

Takes effect on July 1, 2017.
