• Expands notice requirements to include emergency meetings and allows boards to send notices by electronic mail in addition to postal mail, based on individuals' preferred method of contact.

• Modifies minutes requirements to allow recorded minutes in addition to written minutes, with written summaries required for digital or analog recordings that include time stamps for each agenda item.

• Allows members of the public to record board meetings by any means of reproduction without actively interfering with the meeting, except during closed executive sessions.
