Appropriates funds for the planning and design of a memorial honoring service members from recent conflicts in the Persian Gulf, Iraq, Afghanistan, and the Global War on Terrorism.

Primary memorial to be located at the Hawaii State Veterans Cemetery in Kaneohe on the island of Oahu, with replicas placed at state veterans cemeteries statewide.

Recognizes the sacrifices of United States armed forces members in operations including the Persian Gulf War, Operation Desert Storm, Operation Iraqi Freedom, Operation Enduring Freedom, Operation New Dawn, Operation Inherent Resolve, and Homeland Defense.

References Act 139 (Session Laws of Hawaii 2013) which previously required development of a plan for such a memorial, and incorporates recommendations from the Hawaii Gulf War Memorial Task Force.

Takes effect on July 1, 2050 (appropriation amount not specified in bill text).
