Establishes a working group within the Department of Human Services to solicit donations and develop policies for the Next Step Shelter facility and its residents.

Working group comprises the director of human services (chair), Hawaii Public Housing Authority executive director, Waikiki Health Center representative, and a Next Step Shelter resident representative, with optional participation from local business owners, trade unions, and community college apprenticeship programs.

Requires the working group to solicit private donations for shelter improvements including solar energy systems, air circulation systems, and bathroom facility reconstruction.

Directs the working group to coordinate vocational training with trade groups, produce a documentary about shelter conditions with PBS Hawaii, and work with the Hawaii Public Housing Authority to increase Section 8 housing program participation for residents.

Working group must submit a report to the legislature no later than twenty days before the 2018 regular session and dissolves on June 30, 2018.
