Authorizes property owners to enter adjacent vacant, privately-owned properties to eradicate albizia trees (Falcataria moluccana or Albizia chinensis) that create hazardous conditions.

Entering property owner must reasonably believe the albizia trees could become hazardous if left untreated and can be safely felled without damaging structures or utility lines using established methods.

Requires the entering owner to make at least two unsuccessful attempts to contact the adjacent property owner via telephone or registered mail within the previous 30 days before entering.

Provides a legal defense to trespass charges under sections 708-814, 708-815, 708-820, 708-821, 708-822, 708-823, and 708-823.5 for property owners complying with this section.

Defines "vacant" as improved or unimproved property showing no reasonable indication of use or maintenance for one year or more.
