Department of Health shall convene a working group to develop minimal environmental management measures for state-owned agricultural land.

Working group composition includes the Director of Health (chair), Board of Agriculture chair, Board of Land and Natural Resources chair, Director of Office of Planning, nonpoint source pollution program representative, Hawaii Farm Bureau Federation representative, Hawaii Farmers Union United representative, and other members designated by the Director of Health.

Working group shall research and make recommendations on amending Chapter 342E Hawaii Revised Statutes regarding nonpoint source pollution management, environmental management programs for agricultural lands, technical plans to prevent soil loss, and funding needs for implementation.

Working group shall submit findings, recommendations, and proposed legislation to the legislature no later than 20 days before the start of the 2018 regular legislative session.

Working group members serve without compensation but receive reimbursement for expenses and are exempt from conflict of interest laws; the working group dissolves on June 30, 2018.
