Prohibits associations of apartment owners, boards of directors, managing agents, resident managers, and condominium owners from retaliating or discriminating against those who report alleged violations of condominium laws or governing documents.

Protects individuals who complain about violations, file complaints with the association or commission, participate in investigations, or exercise rights under condominium law or governing documents.

Allows apartment owners, board members, managing agents, resident managers, and association employees to bring civil actions in district court for violations of the retaliation prohibition.

Courts may issue injunctions, award damages, court costs, attorneys' fees, or other appropriate relief if the plaintiff prevails in a retaliation claim.

Applies the retaliation prohibition to both Chapter 514A (apartment owners) and Chapter 514B (unit owners) of Hawaii Revised Statutes; effective July 1, 2070.
