Requires condominium boards to post meeting agendas at least seven days prior to each board meeting and make all related documents and reports available to association members at that time.

Allows association members who are not on the board to participate in board deliberations and discussions, except during executive sessions, with no exception for board votes to exclude them.

Grants association members the right to submit written documents expressing views or arguments on any agenda item and to present oral testimony after board discussion but before board decision-making.

Requires board meeting minutes to record the vote of each board member on all motions without exception, and mandates minutes be made available to association members within seven calendar days of approval.

Reduces the timeline for providing unapproved draft minutes from sixty days to thirty days after a meeting, effective July 1, 2017.
