Establishes an education surcharge on residential investment properties with tiered rates ranging from $3.50 to $7.50 per $1,000 of property value based on property value brackets from under $500,000 to $2,000,000 and over.

Imposes a daily surcharge on visitor accommodations of $3 per day for units under $150 per day and $5 per day for units $150 per day or greater.

Creates an education special fund to receive all surcharge revenues, with 5% of residential property surcharge proceeds retained by counties for collection costs and the remainder transferred quarterly to the state.

Revenue from both surcharges designated for recruiting and retaining teachers, lowering class sizes, improving special education staffing, and expanding career and technical education and arts instruction.

Requires baseline education funding from other sources to remain equal to or greater than fiscal year 2016-2017 levels adjusted annually by 3%, with revenue from surcharges in addition to existing appropriations.
