Amends Section 302A-424 of Hawaii Revised Statutes to require the Department of Education to authorize private flight schools meeting specified criteria, rather than merely regulating them at its discretion.

Requires private flight schools to be physically present in Hawaii, certified by the Federal Aviation Administration, and offer advanced certificates for flight instructors.

Mandates schools to request department authorization and comply with any additional requirements established by the department through rule.

Authorizes flight schools meeting these requirements to participate in loan programs established pursuant to Title IV of the Higher Education Act of 1965.

Effective date is July 1, 2051.
