Expands the definition of "association" under planned community association law to include homeowners' associations with 10 or more parcel owners and the authority to impose assessments that can become liens on parcels.

Clarifies proxy voting procedures by specifying that if a standard proxy form is returned with no boxes checked or multiple boxes checked, the proxy counts for quorum purposes only.

Requires proxy forms to contain specific information including association name, meeting date, owner name and signature, unit identification, and date of proxy.

Establishes that board proxies for director elections must follow notice procedures, allowing owners to request nomination to the board with accompanying statements within seven days of posted notice.

Takes effect on July 1, 2017, with provisions that the law does not affect rights, duties, or proceedings that began before the effective date.
