Authorizes drivers to make right turns from the shoulder of roadways in Hawaii with speed limits of 45 mph or higher.

Applies when either no dedicated right-turn lane exists at an intersection, or the driver is turning into a private road or driveway.

Requires that the right turn from the shoulder be reasonably safe to execute.

Takes effect upon approval and does not affect rights, duties, or proceedings that occurred before the law's effective date.
