Adds "physical isolation" as a new form of abuse in adult protective services law, defined as denial of ability to communicate, visit, or interact with family, friends, and care providers.

Excludes from physical isolation definition any acts reasonably intended to protect a vulnerable adult's physical or mental welfare, such as protective orders, treatment plans, or physician instructions.

Adds physical isolation as a separate category of abuse (renumbered as category 2) and incorporates it into the definition of psychological abuse.

Expands caregiver neglect definition to include failure to permit vulnerable adults to communicate, receive visits, or interact with family, friends, and care providers, with same protective exceptions.

Takes effect January 1, 2050.
