Authorizes construction of "tiny homes" (less than 500 square feet) in agricultural districts as affordable housing for farm workers in counties with populations between 180,000 and 250,000.

Tiny homes may only be occupied by farm workers or their immediate family members on farms with active business licenses engaged in agricultural production.

County councils may adopt ordinances to oversee tiny homes, and all tiny homes must be removed when a property is no longer in agricultural use.

Amends Hawaii Revised Statutes section 205-4.5(a) to add tiny homes as a permitted use within agricultural districts classified with high productivity ratings.
