Establishes a statewide interoperability executive board within the Department of Defense to serve as the primary steering group for Hawaii's statewide communications interoperability plan.

Board membership includes 15 positions: the adjutant general (chair), attorney general (co-chair), deputy director of law enforcement, directors from transportation/health/enterprise technology services, county mayors, fire chiefs association chair, a selected police chief, enhanced 9-1-1 board chair, 700 MHz planning committee chair, and one senator and one representative appointed by legislative leadership.

Board duties include developing and annually updating the statewide communications interoperability plan, establishing policies and standards for public safety communications infrastructure, coordinating federal grant acquisition, and submitting annual reports to the legislature and U.S. Department of Homeland Security.

Creates a statewide interoperability coordinator position in the Department of Defense Office of Homeland Security to serve as the central coordination point for implementing the interoperability plan and engaging stakeholders.

Effective date: July 1, 2017.
