Establishes a 1.5% prepaid wireless E911 surcharge imposed on prepaid wireless telecommunications service purchases, with liability on the consumer rather than the seller or provider.

Requires sellers to collect the surcharge separately and list it on invoices, with transactions occurring in-state based on business location, shipping address, billing address, or device association within Hawaii.

Allows sellers to deduct and retain 3% of collected surcharges for administrative expenses, with remaining balance remitted monthly (if over $4,000 expected annually), quarterly (if $4,000 or less), or semi-annually (if $2,000 or less).

Exempts minimal prepaid wireless service sales (10 minutes or less or valued at $5 or less) bundled with a device from the surcharge, and designates this as the only E911 funding obligation for prepaid wireless services in the state.

Takes effect July 1, 2050.
