Establishes four weeks of paid family leave annually for full-time State of Hawaii employees for birth of a child, child placement (adoption or foster care), or care of a child, spouse, reciprocal beneficiary, or parent with a serious health condition.

Paid family leave may be taken intermittently throughout the calendar year, does not carry over year to year, and does not replace unpaid family leave, vacation, or sick leave.

Employees become eligible for paid family leave upon completing a specified number of months of service after July 1, 2017 (specific month requirement appears blank in text).

Part-time, intermittent, and casual employees are ineligible for paid family leave.

Effective date is July 1, 2017.
