Requires foreclosing mortgagees to post public notice of foreclosure sales in a conspicuous location on the mortgaged property at least 28 days before the sale, in addition to newspaper publication or state website posting.

Mandates that notices of default and intention to foreclose state that the mortgagee "shall" (rather than "may") publish public notice on newspaper, state website, or property location.

Applies the same posting and publication requirements to condominium associations conducting power of sale foreclosures under HRS Chapter 667, Part II.

Requires associations to follow all public notice requirements when postponing foreclosure sales, including re-posting notices at least 14 days before the new sale date.
