HI HB22

Requires the University of Hawaii to expend all appropriations for the specific purposes described in the general appropriations act, supplemental appropriations act, budget worksheets, or other appropriations vehicle.

Mandates the University of Hawaii submit a report to the legislature no later than 20 days before the next regular session if funds are not fully expended or are expended for different purposes than intended.

Requires the report to include a detailed explanation of why funds were not expended as intended and how funds released by the governor or director of finance were actually spent.

Directs the director of finance or University of Hawaii to return any unexpended appropriated funds, plus related recurring appropriations, to the general fund during the following fiscal year.

Effective date: July 1, 2017.
