Designates any plant rated as high risk by the Hawaii Pacific Weed Risk Assessment as a pest subject to regulation by the Department of Agriculture.

Adds plants to the restricted plants list that have been rated as high risk according to the Hawaii Pacific Weed Risk Assessment, with the list to be updated annually and at minimum every five years.

Requires the Department of Agriculture to automatically designate annually as noxious weeds any plant species rated as high risk by the Hawaii Pacific Weed Risk Assessment.

Expands the definition of "pest" to explicitly include plants that are detrimental or potentially harmful to agriculture, horticulture, natural resources, or the environment.

Prohibits the sale of restricted plants unless permitted by the Department of Agriculture and the Hawaii Invasive Species Council.
