Amends Hawaii Revised Statutes Section 89-9(d) to clarify the scope of collective bargaining negotiations between public employers and employee representatives.

Permits negotiations over either the procedures and criteria for promotions, transfers, assignments, demotions, layoffs, suspensions, terminations, discharges, or disciplinary actions, or the implementation of employer management rights if such implementation affects terms and conditions of employment.

Allows violations of negotiated procedures, criteria, and implementation to be subject to the grievance procedure in collective bargaining agreements.

Does not affect rights, duties, penalties, or proceedings that occurred before the effective date.

Takes effect January 7, 2059.
