Removes references to severance benefits throughout chapter 89E, leaving only the special retirement benefit option under section 89E-3 for employees affected by position abolishment or workforce restructuring.

Modifies section 89E-3 to remove the requirement that employees choose special retirement benefits "in lieu of receiving any severance benefits," since the severance benefit program is being eliminated.

Updates sections 89E-4, 89E-5, 89E-6, 89E-7, 89E-8, and 89E-10 to remove all references to severance benefits while maintaining restrictions and procedures related to special retirement benefits.

Effective date of January 7, 2059 (over 40 years after enactment), making this prospective legislation with an unusually delayed implementation date.
