Requires the University of Hawaii Board of Regents to develop and publicly post procedures for maximizing utilization of existing facilities, including distance and online education options.

Mandates each UH campus post annual facility utilization data on its website, including classroom/laboratory counts, square footage, usage hours, occupancy rates, and online course development plans.

Requires each UH campus to submit annual written reports by June 30 to the governor, legislature, and relevant committees summarizing facility utilization data from the preceding year.

Prohibits the Board of Regents from approving construction of new university buildings costing $10,000,000 or more until a public hearing examines existing facility utilization for the prior three years, projected maintenance costs, and funding sources.

Effective upon approval.
