Expands the Pesticide Advisory Committee membership to include representatives from the department of education, each county mayors' office, Hawaii Farmers Union United, a medical expert, and a non-governmental organization scientist.

Removes sugar industry representation from the advisory committee.

Establishes specific duties for the committee including establishing state standards for pesticide chronicity (low-level continuous exposures), evaluating and recommending changes to pesticide laws and regulations, revising the Kauai agricultural good neighbor program statewide, and establishing a comprehensive buffer zone policy.

Defines "chronicity" as the degree to which pesticide exposure at levels lower than acute exposure thresholds can cause harmful chronic and compounding effects.

Takes effect on July 31, 2150.
