Imposes a General Excise Tax (GET) on licensed medical marijuana dispensaries in Hawaii at a specified percentage of gross proceeds or gross income from marijuana sales (specific percentage left blank in the bill).

Requires a portion of GET tax revenues collected from medical marijuana dispensaries to be deposited into the Medical Marijuana Registry and Regulation Special Fund for public health purposes, including drug recognition expert training and public health education.

Establishes new provisions in Hawaii Revised Statutes Chapter 329D to direct tax revenue allocation from dispensaries to the special fund for health-related purposes.

Amends Section 321-30.1 to allow the Medical Marijuana Registry and Regulation Special Fund to receive tax revenues from dispensaries in addition to existing fee collections.

Becomes effective July 1, 2090.
