Requires the University of Hawaii to provide written notice to the Director of Finance at least 15 days before transferring special fund moneys between special funds.

Requires the University of Hawaii to provide written notice to the Director of Finance at least 15 days before using special fund moneys for purposes outside the statutory purpose of the special fund.

Requires the University of Hawaii to provide written notice to the Director of Finance at least 15 days before transferring appropriated funds and positions for operating costs among programs or cost elements.

Establishes that the University of Hawaii's management of public funds is a matter of statewide concern subject to legislative oversight under the Hawaii State Constitution.

Takes effect on July 1, 2017.
