Designates the University of Hawaii at Manoa as the sole campus authorized to establish and maintain doctoral degree programs within the University of Hawaii system.

Restricts faculty recommendation authority for doctoral degrees to University of Hawaii at Manoa faculty only.

Takes effect on July 1, 2020, allowing current doctoral candidates at other campuses to complete their degrees before the restriction becomes effective.

Legislature finds that issuance of doctoral degrees by University of Hawaii campuses is a matter of statewide concern.
