Amends HRS Section 11-363 to clarify when dissemination, distribution, or republication of campaign materials does not constitute a contribution to a candidate.

Exempts from contribution rules when campaign materials are prepared and used by gubernatorial or lieutenant gubernatorial candidates supporting a co-candidate in the general election.

Exempts when materials are disseminated by the candidate or candidate committee that originally prepared them.

Exempts when materials are incorporated into advertisements advocating the defeat of the candidate that originally prepared the material.

Exempts when materials are incorporated into news stories or editorials by broadcast stations or publishers, unless the original candidate or committee owns or controls the outlet.
