Requires the University of Hawaii at Manoa to provide tuition waivers to officers and employees in collective bargaining units (1) nonsupervisory blue collar positions and (2) supervisory blue collar positions.

Tuition waivers may be used for the employee's own tuition or for a family member's tuition (defined as spouse, domestic partner, or minor child).

Tuition waivers provided to these employees must have the same terms and conditions as waivers currently provided to university faculty in collective bargaining unit (7).

Addresses the disparity between faculty educational benefits and benefits provided to blue collar workers at the university.

Takes effect on July 1, 2050.
