Clarifies filing deadlines for preliminary reports by candidate committees to be submitted to the Campaign Spending Commission, distinguishing between primary, initial special, initial nonpartisan, general, subsequent special, and subsequent nonpartisan elections.

Requires candidates elected in primary, initial special, or initial nonpartisan elections to file a final election period report within 30 calendar days of a subsequent general election.

Allows candidates elected and sworn into office prior to 30 calendar days after a general or subsequent election to file the final election period report three business days before their swearing-in date instead.

Changes supplemental report filing requirements so that the January 31 report must be filed annually rather than only after an election year, while maintaining the July 31 filing deadline after election years.
