Amends Hawaii Revised Statutes Section 11-340(c) to clarify that noncandidate committees failing to file a second preliminary general report are subject to increased fines.

Establishes maximum daily fine of $300 per day for late filing, with the aggregate fine capped at twenty-five percent of total contributions or expenditures for the reporting period, whichever is greater.

Sets minimum fine of $300 if a fine is assessed for late campaign finance report filings.

Applies to candidate committees missing the second preliminary primary report or preliminary general report, and noncandidate committees missing the preliminary primary report or second preliminary general report.
