Requires contractors to file the cost estimate form with the professional and vocational licensing division within 30 days of buyer acknowledgment and allows buyers to request installation of a sprinkler system at their own expense.

Establishes that the professional and vocational licensing division shall develop a standard form for the cost estimate and buyer acceptance or denial of residential fire sprinkler systems.

Imposes fines on licensees who wilfully violate the disclosure requirements in accordance with existing penalty provisions for general building contractors.
