Amends Hawaii Revised Statutes Section 602-59(c) to change terminology from "opposition" to "response" when referring to filings against applications for writs of certiorari.

Grants parties the right to request a single extension of no more than 15 days from the clerk of the court to file a response to a writ of certiorari application, provided the request is submitted before the original 15-day filing deadline.

Requires the clerk of the court to note on the record that an extension was granted and provide notice to the parties that the request was timely and approved.

Maintains the 30-day deadline for the Hawaii Supreme Court to accept or reject a certiorari application, calculated from when a response is or could have been filed.

Applies the new procedures prospectively to cases where the intermediate appellate court's judgment or dismissal order is filed after the effective date; earlier cases continue under prior law.
